And Then There Were Two...
by Jim Bray
This Christmas, two families will celebrate for the first time in homes they own. A second house rehabilitated under the West Center City Housing Initiative sold in November to another first-time home owner. The program, involving Trinity Parish, First State Community Loan Fund and four large banks, funds the restoration of housing in the Trinity Church neighborhood for sale to low- or moderate-income, first-time home owners. Trinity’s support takes the form of construction loans to qualified developers and a “soft-second” mortgage to the purchaser that is forgiven over seven years so long as the purchaser continues to live in the property. The soft-second funds are made possible by a grant from the Jessie Ball duPont Fund. Two additional houses are now on the market, with two more to be completed by the first quarter of next year. A number of additional units are being reviewed by First State for inclusion in the WCCHI program.
